The current main/integration preparation still forces GENETIC to hourly intervals,
and EMS floors the start time to the hour. The locally ported 15-minute device
physics is not an accepted quarter-hour API implementation. Track the combined
acceptance gates in pr-integration-matrix.md before changing HA requests or modes.
