Mypy (#217)
* Mypy: Initial support

 * Add to pre-commit (currently installs own deps, could maybe changed
   to poetry venv in the future to reuse environment and don't need
   duplicated types deps).
 * Add type hints.

* Mypy: Add missing annotations
