Jakub 2bc6dae78e feat: add Icelandic and Romanian legacy cedilla transliteration ...

Adds ð/Ð (eth), þ/Þ (thorn) for Icelandic, and ţ/Ţ (t with cedilla)
for legacy-encoded Romanian text.
