fix(usbip): remove the transport account on uninstall and refuse USB NICs

- Uninstall removes the proxmenux-usbip account and its home when
  ProxMenux created them, so a reinstall does not revive old client keys.
- The client tunnel port can be bound again while earlier connections
  are in TIME_WAIT; restarting a client no longer waits a minute.
- USB network adapters are not offered: on many mini PCs one is the
  management link of the host.
- The share dialog explains the exceptional case that needs a reboot.
- The hardware menu keeps its name, so the scripts and docs that point
  to it stay correct.
