refactor(ui-core): move locator into LocatorEngine
Active target (set/clear/resolve person position), geofence crossing state machine and proximity beeper move from UITask to ui-core/LocatorEngine.h, emitting LocatorCrossed / LocatorBeep events. UiEvent gains a flag and a 24-byte text. tickCore() now runs at the end of UITask::loop(), where the moved engines used to run, so a fresh GPS wake re-seeds the locator before it evaluates.
