When parsing allowed_ip entries in API_ping_getAllPeersIpAddress(), detect networks with a single address (ip.num_addresses == 1) and append ip.network_address directly to the parsed list. Python 3.11 raises 'f-string expression part cannot include a backslash'
on line 91, where strip('\n') sits inside an f-string {...}. PEP 701
lifted this restriction in 3.12.
Bind the decoded output to a local so the strip call happens outside
the f-string, which also removes the duplicate decode+strip already
performed on the preceding length check.

Introduces a 'peer_tracking' configuration option for WireGuard in DashboardConfig and updates the dashboard background thread to respect this setting. The Vue component now includes a UI toggle for peer tracking, updates the server configuration via API, and conditionally loads tracking data based on the toggle state.
